EDUCATION: UNDERGRADUATE: Georgia Institute of Technology, Bachelor of Industrial Engineering, 1962 LEGAL: University of Georgia School of Law, Juris Doctor, 1964 Admitted to the State Bar of Georgia, 1963 PROFESSIONAL BACKGROUND: 1964 - 1966: Served as Second and First Lieutenant, U.S. Army and as Contract Officer with United States Material Command, Fort Monmouth, New Jersey, utilizing both engineering and legal training in negotiations of procurement contracts for the United States Signal Corp. 1966 - 1974: Associate and partner in the law firm of Allen, Edenfield, Brown & Franklin, Statesboro, Georgia. Engaged in the general practice of law including real estate, family law, estate, probate, banking, workers' compensation, commercial law and extensive civil and criminal litigation. Represented both plaintiffs and defendants in personal injury litigation, condemnees in condemnation proceedings, and practiced in both the State and Federal Courts, trial and appellate levels. 1974 - present: Senior partner in the firm of Franklin, Taulbee, Rushing, Snipes and Marsh, P.C. (formerly Franklin & Roach; Franklin, Roach & Taulbee; Franklin & Taulbee; Franklin, Taulbee & Rushing; Franklin, Taulbee, Rushing, Bunce & Brogdon; Franklin, Taulbee, Rushing, and Brogdon) engaged in the general practice of law including civil and criminal litigation, estate planning, probate, corporate matters, real estate, condemnation for State and local governments as well as serving as Special Assistant Attorney General for State of Georgia. Admitted to practice in the Superior Courts of the State of Georgia, Georgia Court of Appeals, the Georgia Supreme Court, U. S. District Court for the Southern, Middle and Northern Districts of Georgia, and Eleventh Circuit Court of Appeals. JUDICIAL EXPERIENCE: 1979 - 1982: Served as part-time U. S. Magistrate for the U. S. District Court, Southern District of Georgia. Responsibilities included issuance of warrants, conducting preliminary hearings, receiving grand jury presentments, hearing certain non-jury civil matters and conducting trials of certain criminal matters. 1991: Nominated by President George Bush for U.
